Birmingham’s city-centre regeneration is a survey environment: podium slabs, diverted highways, and services that have already moved once for a previous scheme. A PAS 128 drawing is how the next designer avoids treating those diversions as folklore. Quality levels keep the conversation honest when a record and a radar interpretation disagree.

Birmingham City Council publishes the civic baseline. Two official parks fix the geography on this page. Cannon Hill Park in Moseley is a major public park; work on its edges is typical of south Birmingham streets where suburban services meet busier corridors. Sutton Park is a 2,400-acre National Nature Reserve north of the centre and a scheduled ancient monument — we mention it as a real place and a northern anchor, not as a claim that we have worked inside the reserve.

Neither park is a case study. They are coordinates on an official map so this page is about Birmingham rather than a generic “Midlands coverage” paragraph.

Reinforced slabs and congested inner-urban sections usually need a tighter methodology type and processed GPR, plus EML for live and metallic plant. A desktop study still comes first because statutory returns in a regeneration zone are often out of date relative to the last diversion.

QL-A trial holes belong on the crossings that control a pile cap, a new connection or a highway closure. They do not belong on every linear metre of a footway because a specification template said “pothole all services”.

Send the red line, the coordinate system, and whether the topographic survey already exists. Say if the plot is a slab, a live highway or a soft verge. If several designers will share the file, ask for GIS as well as CAD. That is cheaper to decide now than after the model is issued.

Cannon Hill Park’s official directory page places it in Moseley, south of the core. Streets on that fringe mix suburban services with busier corridors. A PAS 128 brief there often needs a modest Type B working area and a wider QL-D plot, not a city-centre methodology type applied to a quiet side road.

Sutton Park is a different scale: a National Nature Reserve and scheduled ancient monument. We mention it because it is a real Birmingham place with a council page, and because work on the northern approaches has a different access and ecological context. We do not treat the reserve as a casual excavation site, and we will not invent a survey inside it.

Between those parks sits the regeneration core: slabs, diverted highways, and services that have already moved. Processed GPR and a tight grid are the usual Type B answer. Trial holes belong on podium interfaces and pile lines. Mapping should be issued so several designers can share one file rather than three competing PDFs from the last scheme.

West Midlands clay after rain will shorten radar. Write that expectation into the residual-risk note before anyone is disappointed. EML still earns its keep on live and metallic plant. Together they meet the 2022 Type B minimum.

If your red line is in Solihull or another neighbouring authority, say which highway authority will grant the notice. The quality levels stay the same. The paperwork does not.

City-centre regeneration plots in Birmingham often inherit a previous consultant’s PDF. Do not assume that PDF was PAS 128:2022. Ask for the quality-level key. If there is no key, treat it as a sketch and commission Type D plus Type B on the working area rather than “updating the old scan”.

Podium slabs hide the first metre from both locators and radar. Say if the slab will be broken as part of the works. A trial hole through a slab is a different method statement from a hole in a verge, and it needs a structural conversation you should start before the surveyor arrives.

Cannon Hill and Sutton Park stay on this page as official Birmingham places. The paid problem is usually the street between them and the core: bus gates, diverted statutory plant, and a designer who needs one file rather than three. That is the brief we can price.

If you are comparing a Birmingham plot with a Leeds or Manchester one, change the access paragraph and keep the quality levels. That is the whole point of a national specification. The West Midlands clay and the slab are local. QL-B is not.
